The Great Garuda: Jakarta’s Unfinished Climate-Defense Megaproject

ArchDaily’s newly published retrospective creates a timely opening to examine how one of the past decade’s most spectacular climate-adaptation visions evolved from a Garuda-shaped offshore city into incremental coastal defenses and a more restrained open-sea-dike strategy. The subject is newly relevant because Indonesia continued advancing a broader North Java Giant Sea Wall program in 2026, raising important architectural questions about infrastructure, land creation, ecological protection, displacement, and development finance.
