The Great Garuda was the most recognizable component of the 2014 National Capital Integrated Coastal Development master plan, a joint Indonesian-Dutch planning effort intended to protect Jakarta’s low-lying northern districts from coastal flooding while addressing land subsidence, river discharge, water storage, transportation, housing, and economic development. Rather than treating flood defense as a stand-alone engineering project, the proposal combined an offshore seawall with extensive land reclamation. The resulting plan resembled Indonesia’s national Garuda symbol when viewed from above and was conceived as both protective infrastructure and a new waterfront city. The initial development framework proposed approximately 1,250 hectares of urban development, potentially expandable to 4,000 hectares, with a dense central business district, mixed-income housing, maritime communities, parks, beaches, transit links, roads, and a large controlled retention basin. Reclamation and real-estate revenue were expected to cross-finance flood defenses and associated public infrastructure. Subsequent planning reconsidered the project’s financial assumptions and its effects on fishing communities, water quality, mangroves, shipping, and existing coastal settlements. The Integrated Flood Safety Plan replaced the original closed, iconic composition with an adaptive sequence: reinforce existing coastal and river defenses; reduce groundwater extraction and improve water and sanitation systems; construct an open offshore dike if subsidence continues; and consider closure only as a later last resort. The Great Garuda has therefore not been constructed as designed. Its legacy survives in the NCICD framework, ongoing Phase A seawalls, and renewed national interest in large-scale coastal protection.
Status and timeline
The NCICD master-planning project ran from January 20, 2012, through May 14, 2020 and is listed by the Netherlands Enterprise Agency as finalized. The iconic Great Garuda appeared in the 2014 master plan as Phase B: a large offshore seawall, retention basin, transportation corridor, and reclaimed waterfront city. A 2016 update placed greater emphasis on social and environmental impacts. The government-endorsed 2019 strategy and 2020 Integrated Flood Safety Plan substantially changed the approach, prioritizing Stage A coastal and river-dike reinforcement and proposing an open outer sea dike rather than the original fully closed, bird-shaped barrier; possible closure was delayed until at least 2050 and made conditional on continued subsidence. Construction now centers on Phase A. DKI Jakarta reported that, as of April 30, 2025, 8.5 kilometers of its 20.9-kilometer responsibility had been realized, with 12.4 kilometers remaining, while the overall Phase A alignment was reported as 38.9 kilometers and targeted for completion in 2030. In April and August 2026, Indonesia’s national government reiterated and refined plans for the broader North Java Giant Sea Wall, but official releases do not establish that this larger initiative will revive the original Great Garuda form.
